I once saw a talk show where a prostitute was being interviewed. She said that she declared her income on her federal tax forms. I believe she said that the local police have no jurisdiction to get their hands on peoples tax forms, and even if they did, the penalties for prostitution are fines and state prison. Tax evasion is a federal offense.
I guess a $500 fine and up to a year in prison is better than the penalties imposed by a federal court. (and the potential of winding up in “federal pound-you-in-the-ass prison”)
